COP26 debrief report
The United Nations Climate Change Conferences are annual summits – called COPs - organised by the UN. World leaders, government representatives, negotiators, businesses and citizens come together for twelve days of talks. They agree and monitor actions to reduce man-made climate change.
In October 2021 the United Kingdom (UK) Government hosted the 26th summit, called COP26, at Glasgow’s Scottish Event Campus (SEC).
Police Scotland’s role was to deliver a safe and secure COP26 both at the SEC and other COP26 related sites and events across the country.
Our priority was to keep people safe. Around 10,000 officers were deployed each day during the summit.
It was the most high profile and significant security and policing events ever held in the United Kingdom.
Police Scotland worked with the UK Government and other partners to ensure communities and businesses could plan ahead to reduce potential disruption.
After the summit our officers and staff spent time looking back at what worked well and what lessons could be learned for planning future events.
This report is published to assist the development of policing within Scotland and in other countries planning for big events. It looks at the planning phase, event delivery and the debrief process for the policing operation for COP26.
A list of all key recommendations are contained within the final section of this report.
